Sounds like the vent cover you need is the replacement for Ventline Old-Style Rounded Dome Trailer Roof Vents which comes in Smoke # BV0554-03 as well as White # BV0554-01. These have the continuous hinge and fit the standard 14" x 14" vents.
Sometimes the measurements are a little weird depending on where you measure but I've never heard of a 13" x 13" vent opening before which is why I recommend the ones above for the 14" configuration.

If you are just going to be cleaning your hubs and packing the bearings with fresh Grease # L11390 you will want a set of Seals # RG06-050 for each of your 3,500lb axles. The Seal Puller # PTW1219 will make removing the seals easier once you have your hubs removed. We do offer the Bearing Packer # L70025 which will allow you to more easily squeeze the fresh grease into the bearings with the aid of a Grease Gun # L30416.

You can definitely upgrade to a larger tire size as long as you have at least 4" of clearance above your current tire. For a 10-ply tire you need a Load Range E rating which is only available on a larger size tire like ST225/75R15.
